Parliamentary Elections in Nagorno-Karabakh Republic (2015)

Parliamentary elections in the Nagorno-Karabakh Republic were held on May 3, 2015. This marked the sixth parliamentary election since the declaration of independence by the region in 1991. The elections resulted in the election of 33 deputies to the National Assembly of the unrecognized NKR.

The electoral process was overseen by the Central Election Commission (CEC) Chairman Srbui Arzumanyan, who reported that a total of 102,034 voters were eligible to participate in the elections. However, only 72,039 people cast their ballots, accounting for approximately 70.6% of all registered voters.

The distribution of deputy mandates saw 33 seats allocated between proportional and majority constituencies. Seven parties contested for the 22 available proportional seats, with each party's list headed by a prominent figure: Arayik Harutyunyan (Free Motherland Party), Hayk Khanumyan (National Revival Party), Ashot Ghulyan (Democratic Party of Artsakh), Grant Melkumyan (Communist Party of Artsakh), Garik Grigoryan (Peace and Development Party), Arthur Agabekyan (Dashnaktsutyun Party), and Vitaly Balasanyan (Movement 88).

The international community was represented at the elections, with over 100 observers from more than a dozen countries invited to monitor the process. These observers included representatives from Russia, Germany, France, Spain, Austria, Cyprus, Hungary, the Czech Republic, Belgium, Estonia, Mexico, Zimbabwe, and South Ossetia.

Despite the presence of international observers, the legitimacy of the Nagorno-Karabakh government remains a subject of debate due to its status as an unrecognized state.
