The second category of men's football 2002-03 was the 26th edition of Cyprus's First class football under the auspices of the Cyprus Football Federation. The championship was won by the Neapolis Olympiad.

Operating system
8 teams participated in the 2002–03 second-class championship. It was held in two phases. In the first phase, all teams competed between them twice, once inside and one away.

According to the first phase ranking series, the first eight teams gave each other play off matches for the champion's promotion. In the first round of the play off the teams competed as follows: 1st-8th, 2nd-7th, 3rd-6th and 4th-5th. To qualify for the next round one team of each pair had to achieve 3 wins.

In round II of the play off (final phase) the winner of the pair 1st-8th faced the couple's winner 4th-5th and the couple's winner 2nd-7th faced the couple's winner 3rd-6th. To qualify for the next round one team of each pair had to achieve 3 wins.

The winners of the two pairs of the semi-final phase competed with each other to promote the champion. To be declared a champion team had to achieve 3 wins.

Teams lost in Round I of the play-offs were placed in positions 5 to 8 depending on the position they took in Phase I.

All the rounds measured the wins the teams had achieved in the first phase of the league. The series of matches of each pair began at the team seat which finished higher at the end of the first phase of the league and continued alternately in the seats of the two teams until the completion of the phase.

The league team was promoted to the First Division 2003-04.

Score system
Each win was scored by 2 points and every loss by 1 point.

Round One
The first round was the following:
Olympiad Neapolis-Ares Limassol. The Olympiad had achieved 2 wins in Phase I. In the first play off match he won again and qualified for the semi-final phase.

AEK Karava-Olympias Frenaru. AEK Karava had achieved 2 wins in Phase I. In the first play off match he won again and qualified for the semi-final phase.

Mars War-Phoenix. Mars War had achieved 2 victories in Phase I. Phoenix informed COPE that he is retiring from the league sequel and so Mars War qualified without a match.

Achilles Kaimaklio-Apollon Limassol. The two teams had achieved one victory in Phase I. After 3 matches the score became 3–2 in favor of Achilles who qualified for the semi-final phase.

Semi-final phase
Olympiad Neapolis-Achillea Kaimaklio. The Olympiad had achieved 2 wins in Phase I. In the first play off match he won again and qualified for the final phase.
