In Phoenicia, Artaxerxes II and Tissafern equip a fleet. Agesilaus travels to Aulida to make a sacrifice before the campaign, but the Boeotians hinder him. The fleet of Agesilaus is going to Ephesus. Tissafern agrees to grant the cities of Ionia freedom, but then begins a war. The Persians appealed to the Greek cities with a proposal to start hostilities against Sparta, promising them material support. Agesilai invades Phrygia and occupies many cities.
