Alois A. Hirschmugl (* 1960) is a professional officer of the Austrian Federal Army (Brigadier), international disaster manager, management consultant and professor.
Live life
Hirschmugl graduated in 1978 at the Episcopal Gymnasium Graz. During this time he was a member of the youth red cross group “Prof. Arnold Wittek”. After basic military training, he visited the Theresian Military Academy in Wiener Neustadt until 1982, completed a peacekeeping mission in 1986 in Cyprus and was, among other things, Head of Human Resources for foreign missions and advisor to the Austrian Chief of the General Staff General Edmund Entacher in humanitarian affairs.
Hirschmugl, who has been active in the United Nations Disaster Assessment and Coordination (UNDAC) since 1999, also began to participate in the European Commission's Community Civil Protection (Union Civil Protection) procedure in 2006. As part of these organizations, he was involved in operations against flood disasters in Mozambique (2000), Bangladesh (2004) and Pakistan (2010), earthquakes in Algeria (2003), Iran (2004) and Indonesia (2006), tsunami in Southeast Asia (2005), explosions of an ammunition depot in Albania (2008) and at a naval base in Cyprus with destruction of the adjacent power plant “Vasilikos Power Station” (2011) as well as emergency chaplainry in the occupied territories of Palestine (2014).
In addition to activities in military chaplaincy, Hirschmugl held the office of president of the “Offiziersgesellschaft Steiermark” from 2003 to 2005 and was registered as an external expert at the International Criminal Court in 2006.
Between 2007 and 2010, he served as the Board of Trustees of the Global Humanitarian Forum in Geneva, headed by former UN Secretary-General Kofi A. Annan. Since 2012 he has also been a member of the advisory board of the London Crisis Response Journal and since 2020 of the Internal Security Journal of Police Training in Szczyton. Within the framework of EU projects, Hirschmugl deals with areas of civil and civil protection in the European Union.
