Arthur Penman

Arthur Douglas Macnaughton Penman (* April 1922; † June 3, 2008) was a British civil engineer (geotechnics). He was considered a leading expert on dams.
Penman was in the ground mechanics department of the Building Research Station (BRS, the later Building Research Establishment, BRE) from 1944 as an assistant to Alec Skempton and remained there for the rest of his career until his retirement in 1982. From the beginning, he dealt with dams and in particular their instrumentation, for example for pore water pressure measurement and monitoring. He worked worldwide beyond the UK. Even after his retirement, he worked as a consultant in dam construction, including in Morocco, Brazil, Cyprus and New Zealand. He also lectured at the Pontifical Catholic University of Rio de Janeiro at the Chair of Pedricto Rocha Filho.
In 1986 he was Rankine Lecturer (On the embankment dam).
