Kostas Municipality (born 26 December 1936, Arta) is a Greek former international basketball referee, one of the two founders and longest-lived president of the ODKE and current honorary president.
He served hundreds of basketball matches in Greece and Europe between 1961 and 1981, becoming one of the most iconic figures in the area. He was present in two Olympiads, 1972 and 1980, while he has refereeed the World Championship final in 1967 and the Olympic Games final in 1980 in the women's tournament.
He's an economist in the profession. He worked as Assistant General Manager at the Commercial Bank of Greece until 1994. In 1979 he went on to establish, along with Giannis Karadimitris, the ODKE (Federation of Greek Basketball Referees), of which he served as president for a whole 20 years.
He is the first Greek and third European referee to be introduced into FIBA's "Hall of Fame".
A total of five Greeks (including Nikos Galis, Panagiotis Fasoula, Panayiotis Giannakis and Kostas Rigas) are the so far members of the Hall of Fame.
