"Cyprus-Denktas Agreement"
--- CONTENT ---
The Kyprianou-Denktas Agreement was a bi-communal agreement between Spiros Kyprianou and Rauf Denktash that took place in Nicosia on 19 May 1979 under the auspices of the UN Secretary-General to resolve the Cyprus issue and under the continuing poverty of the 1974 Turkish invasion, attempted immediately after the Makarios coup d'état.
General
This agreement essentially defined the reopening of the inter-communal talks on 15 June 1979, because after the death of Makarios, (on 3-8–1977), the Makario-Denktas agreement had now been strained. The Kyprianou-Denktas Agreement was concluded on the "guidelines" of the previous agreement included 10 points, hence it is also called the "10 point agreement". The text of this agreement of 10 points is as follows:
The resumption of inter-communal talks for 15 June 1979 is hereby agreed.
The basis for talks will be the guidelines of the Makarios-Denktas Agreement from 12 February 1977, as well as the relevant UN decisions on Cyprus.
Human rights and fundamental freedoms of all citizens of the Republic should be respected.
The talks will cover all territorial and constitutional aspects.
Priority will be given to reaching an agreement on the resettlement of the Varosian Greek Cypriot refugees, under the auspices of the UN, immediately upon the launch of the discussion of constitutional and territorial aspects on a comprehensive agreement. In particular, after reaching an agreement on Varosia, this will be implemented without expecting the outcome of the discussions on the other aspects of the Cyprus problem.
It was also agreed to avoid any action that could jeopardise the outcome of the talks while particular importance will be given to both sides in initial practical measures to promote goodwill, mutual trust and return to normality.
It aims to destabilise the Republic of Cyprus and issues relating to it will be discussed.
Independence, sovereignty, territorial integrity and the Republic's unbound must be guaranteed sufficient against a whole or partial union, with any other country and against any form of dismemberment or secession.
Inter-communal talks will be held in a continuous and uninterrupted manner, avoiding any delay.
Intercommunal talks will take place in Nicosia.
Evolution - rejection
Eventually, although this agreement could not be described as "disgrace", but also as a "Napoleontean transaction", however, Sp. Kyprianou a few days later withdrew by rejecting it. In fact, Denktash also agreed to this withdrawal, but with particular (evident) relief, withdrawing his proposal to settle the Varosians with 40,000 Greek Cypriot refugees.
This rejection was considered particularly superficial by
