The decision No. 395 of the United Nations Security Council decided that the United Nations Security Council received in August 25, 1976 on the issues of the Aegean Issue and the continent’s field.

As a result of the decision, the Security Council calls to resolve issues related to the Aegean, including the continental field.

Background
After 1974 Cyprus War, he sent a research vessel to the Aegean sea of Greece in 1975 and after establishing the Aegean Army in July 20, 1975.

In August 6, 1976, Hora (Sismik I) was sent his research vessel to the region between Limni and Mytilene for research activities in areas of conflict between Turkey and Greece. On this, Greece reported to Ankara with diplomatic note that he could interfere with the ship. Turkey announced that spying will be certain.

Greece has resorted to the United Nations Security Council on the ground of " barış peace and security" of its activities in the Aegean Sea of Turkey. He also asked Turkey to stop its activities by resorting to International Court of Justice in August 10, 1976. The Court of Justice decided that in 1979, he was not authorized to look at the dispute of the field to the Turkish-Yunan Monument and refused the conquest of Greece on August 10, 1976.

At the end of the session on August 25, 1976, the security Council agreed with a consensus of decision-makers who recommend to facilitate bilateral negotiations, to avoid tension-enhancing movements, to facilitate any effort and start bilateral negotiations. The decision was approved by Benin, Guyana, Sweden, Italy, Japan, Libya, Pakistan, Panama, Romania and Tanzania with five members of the Security Council United States, United Kingdom, China, France and Soviet Union.

As a result of this process, Turkey and Greece decided to avoid single-sided stereotypes on issues involving the Aegean continent field by signing the Bern Paper in 1976.
