England
King Richard I, also known as Richard Heart of Lion, ruled England from 1189 until his death in 1199. He was a member of the Plantagenet dynasty and previously served as Duke of Aquitaine, Count of Anjou, and Duke of Normandy.

Progon, an arsonte, held power in Arberia from 1190 to 1199.
Abu Iusuf Yakub al-Mansur ibn Iusuf I, the emir of the Almohazi dynasty, ruled over parts of Europe during this period.

Anjou
Richard Heart of Lion also served as Count of Anjou from 1189 until his death in 1199. He held these positions concurrently with his roles as Duke of Aquitaine and King of England.
