Early Life and Education

Mehmed Emin Pasha was born in Cyprus in 1813. His father's name was Hüseyin Efendi, and his family had connections to the Ottoman state. He was related to II. Mahmud's treasure kethüda, Mehmed Emin Ağa.

Career

Mehmed Emin Pasha began his career in the Ottoman service as a "float" in Saray (1828/29) with the rank of Hassa Alayi. He later attended school in Europe on a state scholarship, studying in London and Paris (1834/35). Upon returning to the Ottoman Empire, he held various ranks, including "collesion" and "binar", serving at Alayi.

In 1839, Mehmed Emin Pasha was appointed as an officer to Tophane with the rank of "miralay". He later became a member of the "Earth Assembly" (1839/40) and held the rank of "mirliva".

Grand Vizier

Mehmed Emin Pasha served as the Grand Vizier of the Ottoman State three times:

1. 29 May 1854 - 23 November 1854
2. 28 May 1860 - 6 August 1861
3. 1859 - 24 December 1859

During his tenure, he advocated for the Tanzimat reforms and a constitutional monarchy.

Death

Mehmed Emin Pasha died in Constantinople (Istanbul) in 1871.
