Michael Decleris is a prominent lawyer.
He studied law and served as President of the Council of State (1990–1999) as well as a member of the 1973 Constitutional Court.
He studied law and social sciences at the Universities of Athens, London and Yale, U.S.A. Scholar and doctor of Yale Law School.
Member of the Council of State from 1958 to 1999, Vice President and President of the Fifth Chamber in the 1990s-1999s, this Court shaped its pioneering and rich case law on Environmental Protection and Sustainable Development.
He was involved for many years in the science of large scale systems and taught in Higher Educational Institutions of the national and foreign.
He founded the Greek Group of Systems and the European Union of Systems based in Paris.
He is a professor of Public Policy at the National School of Public Administration. He also taught with environmental systems at the Polytechnic School of the University of Thrace, where he was awarded an honorary doctorate for his contribution to Systematic and Environmental Science.
He was awarded awards and distinctions for his national work in environmental protection, including the Gold Medal of the University of Crete.
He founded (1999) the Chamber of Environment and Sustainability of which he is President.
He performed important state missions as experts in the Cyprus issue, at the Rio International Conference on Environment in the European Union (Privacy Policy, Schengen Convention).
He dealt specifically with the constitutional aspect of the Cyprus issue and collaborated in the reinforced intra-Cypriot talks of 1972-1974, as an expert (constitutionalist). He also participated in the Geneva International Conference on the Cyprus issue (1974).
He wrote books and articles, including: The Process of Action to Crisis Situations, Evolution and Force in Modern State, Systematic Theory, Systems Management, Handbook of Systems Science, Towards Expert Government, Sustainable Development Law etc.
