Rüdiger Heining

Rüdiger Heining (* 1968 in Bielefeld) is a German economist and agricultural scientist. He is regarded as an expert in vocational training and development in Southeast Europe and the Caucasus and was Managing Director of DEULA Baden-Württemberg in Kirchheim unter Teck from 2017 to May 2021 as well as Vice President of the Federal Association DEULA.
Life and work
Heining studied business management, agricultural economics, agricultural policy, business management and marketing at the University of Hohenheim from 1993 onwards and graduated as an economist in 1998. This was followed by training in the Master’s programme in the field of international agricultural economics with Franz Heidhues and Jürgen Zeddies in Hohenheim as well as in the field of e-learning systems, technical requirements and introduction to synchronous and asynchronous e-learning software at the University of Hagen, each with degree certificates.
From 1998 to 2004, Heining was a research assistant, first at the Eastern Europe Center of the University of Hohenheim and from 2001 as Head of Department Eastern Europe of the university-owned project company IBH GmbH, where he was responsible for implementing EU research projects and EU twinning projects and vocational training projects under Leonardo-da-Vinci (Germany, Slovakia, Romania). Since 2010, he has also worked as an expert for the World Bank (Washington) and works on projects on “quality management and customer orientation of agricultural administrations”.
After several residency abroad assignments within the framework of EU twinning projects, he worked at the UNDP in Georgia from 2014 to 2017, where he worked as a diplomat and project manager for the development of vocational training systems. In March 2017, Rüdiger Heining took over the management of DEULA Baden-Württemberg and became Vice President of the Federal Association DEULA e.V. in 2018. In addition, he is a member of the supervisory board of the German-Romanian Centre for Agricultural Training and Training in Voiteg (Romania).
International commitments
Assignment abroad in the Austrian-German twinning project “Strengthening the political decision-making capacity of the Ministry of Agriculture and Rural Development” in Romania.
