Both of Reinhard Müller’s parents were primary school directors. After primary school in Burgau he attended the Bundesrealgymnasium in Fürstenfeld, where he graduated in 1972. He completed his presence service as a one-year volunteer and was subsequently deployed as a blue helmet soldier at UNFICYP in Cyprus and UNEF in Egypt from 1973 to 1974.

From 1974, Müller studied sociology and philosophy at the University of Graz, where he also worked as a study assistant from 1978 to 1979. From 1984 to 1986 he was a member of the Ludwig Boltzmann Institute for Historical Social Science in Salzburg.
