Ricard Pérez Casado (; 27 October 1945) was the mayor of Valencia in 1979- 1989 and former European Union administrator for Mostar. Member of the General Courts of the 7th Legislature.
Biography
He is a doctor of history from the University of València (since 2000) and a degree in political science from the Complutense University of Madrid. He also studied in Human Sciences at the University of Provence in 1967, and is an expert in Defense, accredited by the University of Rey Juan Carlos in 2005.
In 1964-1968, he was one of the founders of the Socialist Party Valencià (PSV). Member of the Democratic Board of the Valencia Country in 1975- 1976. Since May 1978, a member of PSPV-PSOE, in whose organization he has held various positions.
In 1978 he was a member of the Joint Committee on Transfers between the State and the Valencian Preautonomous Council, in which he served as the technical secretary-general of the Office of the Interior Council.
In 1979, as a councillor, he was appointed mayor of Valencia by the PSPV-PSOE following the crisis that culminated in the expulsion of the party and the mayor of the then mayor Fernando Martínez Castellano. In the 1983 and 1987 municipal elections he was the most voted candidate and was re-elected as mayor, a position he held until his resignation in 1988, the result of his opposition to the municipal policy of his party (it was succeeded by the socialist Clementina Rhodes). During his term as mayor he was president of the Spanish Committee of the World Federation of Cities (1979- 1982) and vice-president of the European Council of Municipalities and Regions (1983).
After his resignation he dedicated himself to the private sector, with the experience of the business advice he provided in the 1970s, in areas related to urban planning, economy and public administration. In 1992 he was a member of the board of directors and in 1993- 1996 second vice president of Bancaja; later patron of the Bancaja Foundation (1996- 2009).
From April to July 1996 he was appointed European Union administrator for the city of Mostar (Bosnia- Herzegovina), where he prepared and supervised the municipal elections. In 1997- 1998 he was responsible for the mission of the Aspen Institute (France) for inter-city cooperation in Algeria, Bosnia, Cyprus, Israel, Lebanon, Palestine and Turkey.
In the general elections of 2000 he was part of the socialist's candidacy for Valencia, being elected a Member of Parliament.
In 2005- 2007 he was president of the European Institute of the Mediterranean, appointed by the General of Catalonia. At the same stage he was the Commissioner of the Government of Spain for the American Sailing Cup.
Among other responsibilities, he was also a member of the Social Council of the Polytechnic University of Valencia (1998- 2009).
