McCloskey's government career continued with his appointment as Assistant Secretary of State for Congressional Relations from February 21, 1975, to September 10, 1976. He later served as the United States Ambassador to the Netherlands and Greece.

In 1961, McCloskey married Anne Taylor Phelan, with whom he had two daughters, Lisa and Andre. He died of leukemia on November 28, 1996, in Chevy Chase, Maryland, at the age of 74.
