After labor service, military service, imprisonment and expulsion from home, Werner studied classical philology, history and Egyptology at the University of Munich from 1946 and received his doctorate in 1950 with Hermann Strasburger and Alexander Schenk Graf von Stauffenberg. From 1952 he was assistant at the Commission for Ancient History and Epigraphy, from 1955 then at the Seminar for Ancient History of the University of Munich. In 1960 Werner habilitated at the Munich University, where he was subsequently a private lecturer, from 1962 university lecturer. In 1966 he received calls to the University of Graz and as a professor at the Free University of Berlin. Werner followed the call to Berlin and moved from there to Erlangen in 1968, where he remained until his retirement in 1989.

Werner’s research focused on Roman history, ancient chronology and the fringe cultures of antiquity (for example in the Danube-Black Sea region, Central Asia or Cyprus).

In the area of early Roman history, Werner pleaded in a groundbreaking, internationally acclaimed study for the redating of the establishment of the first consuls and thus of the beginning of the Roman republic to the time around 470 BC, because only at this time an authentic tradition of the list of officials (fasti) had begun.
