Rogelio Martínez Aguilar studied economics at the Universidad Nacional Autónoma de México and later at the University of Warsaw. Rogelio Martínez Aguilar was Professor of Transnational Economics at the Universidad Iberoamerica and the Instituto Tecnológico y de Estudios Superiores de Monterey (Campos Ciudad México) and at UNAM. In 1981, Rogelio Martínez Aguilar succeeded Eugenio Anguiano Roch in the management of the Department of Economic Affairs at the Ministry of Foreign Affairs. From April 1983 to July 1987 he represented his country as ambassador in the GDR. On 8 April 1983 he was received by the Chairman of the State Council of the GDR, Erich Honecker, to receive the letter of credentials. On the occasion of the termination of his activity in the GDR, he was received on 30 July 1987 by the Deputy Chairman of the State Council, Egon Krenz.

During his tenure in Tel Aviv, Martínez Aguilar was also accredited to the government of Cyprus.
