Sebastien Soriano (; born July 1, 1982) is a French civil servant.
From 2015 to January 2021, he was president of the Autorité de régulation des communications électroniques, des postes et de la distribution de la presse (ARCEP).
He was appointed to the Council of Ministers of the Director General of the National Institute for Geographic and Forestry Information (IGN), as from .
Training
Son of a juvenile judge and a Peruvian psychoanalyst father, he continued his education in Dijon and then obtained a degree in public administration from the Paris I-Panthéon Sorbonne University. He was very passionate about pure mathematics and in particular Laurent Schwartz's theory of distributions. After joining the École Polytechnique (X1996, ranked option M'), he is considering a university career focused on basic research in mathematics, but he finally chooses to turn to the Telecommunications Corps (now integrated into the Mines Corps).
Career
Sébastien Soriano holds several positions in independent administrative authorities related to the development of telecoms.
From 2001 to 2004, he was Permanent Rapporteur and member of the Economic Unit in the Competition Council.
Starting in 2004, he joined the ART (Autorité de Régulation des Télécommunications) - which became ARCEP in 2005 - as head of the mobile market unit, then of the Fttx unit (Fiber to the x) and unbundling (2006-2007).
In 2007, he became director of regulation of broadband markets and relations with local authorities.
In 2009, he returned to the Autorité de la concurrence as deputy rapporteur-general.
Political career
In 2011, Sébastien Soriano joined François Hollande's campaign team - then presidential candidate - to director Pierre Moscovici on the themes focused on digital issues . He meets Fleur Pellerin whom he will accompany as the changes are made.
In , he was appointed Chief of Staff of Fleur Pellerin, then Minister for SMEs, Innovation and Digital Economy. With her, he participated in the implementation of the Plan France Très Haut Débit and the program of development of French startups La French Tech.
In 2014, he became his special adviser when she was appointed State Secretary for Foreign Trade, Tourism Promotion and French Foreign Affairs.
When Fleur Pellerin was appointed as Minister of Culture and Communication, he became a special adviser, with special responsibility for the press sector.
