Tahir Tamer Kumkale, Turkish writer, researcher, retirement soldier, psychological harp specialist, from the founders of the Community Relations Presidency. Tahir Tamer Kumkale born in Zonguldak in 1947 met military uniform in the Military Middle School in 1960. In 1966, Kuleli Military High School finished Armed Forces Academy in 1984.
For many years General Staff and KKK Intelligence Presidency, Aegean and 3. Kumkale, a highly critical decision such as the Secretary General of MGK and Harp Academy, played an important role in the establishment of the Turkish Psychological Harekât Organization. Kumkale, an important name of September 12, Ihtilali, was responsible for Nurettin Ersin Pasha’s MGK, worked in the organization in 1983-1985, worked in MGK Secretary General Society Relations Presidency (TIB) manager. The researches of Kumkale are mostly focused on topics such as Psychological War, Destructive and Divider Currents, Remote Mind Control, Gun handling, Turkish History and Culture, Atatürkary. Harp Academys in 1996 retired from Military Science Research Center (Strategic Research Institute).
In 1995-2010, there are 30 books printed by Kumkale, the General Assembly of the Turkish Military History Commission.
