Winner

The winner of the 1991 Golden Ball was Jean-Pierre Papin, a French player who played for Olympique Marseille at the time.

Voting Process

The voting process involved 29 specialized journalists from each of the following UEFA member associations: Albania, Austria, Belgium, Bulgaria, Czechoslovakia, Cyprus, Denmark, England, Finland, France, Germany, Greece, Hungary, Ireland, Iceland, Italy, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Scotland, Spain, Sweden, Switzerland, Turkey, Soviet Union, and Yugoslavia.

Voting System

Each member of the jury voted for their top five European football players. The voting system awarded points as follows: 5 points for the first choice, 4 points for the second choice, 3 points for the third choice, 2 points for the fourth choice, and 1 point for the fifth choice.

Result

A total of 435 points were distributed among the players, with a maximum of 145 points possible per player. The result of the vote was published in France Football No. 2385 on December 24, 1991.
