Voting Process
The jury consisted of 49 specialized journalists from each of the following UEFA member associations: Albania, Armenia, Austria, Belgium, Belarus, Bosnia and Herzegovina, Bulgaria, Cyprus, Croatia, Denmark, Scotland, Czech Republic, Estonia, Finland, France, Wales, Georgia, Greece, Hungary, England, Ireland, Iceland, Germany, Israel, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Moldova, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Russia, San Marino, Sweden, Switzerland, Ukraine, Turkey, and Yugoslavia.
Voting System
Each member of the jury elected those who, in their view, were the five best European football players. The first chosen player received 5 points, the second received 4 points, the third received 3 points, the fourth received 2 points, and the fifth received 1 point.
Publication of Results
The result of the vote was published in the number 2541 of France Football on 20 December 1994.
