The Athens II National Assembly or the Second National Assembly in Athens in 1862 (the National Assembly of 1862, also referred to as the National Assembly of 1862-1864) began its work on 10 December 1862, as long as the Provisional (revolutionary) Government of D. Voulgaris was in power. She commanded Greece after Otto was evicted. During her tenure, Greece acquired a new King, George I (18 March 1863), and was incorporated into it the Ionian State (May 1864). The Convention passed the new Constitution of Greece of 1864 and its work ended in October 1864. Finally, when the King signed the Constitution (17 November publication in the Journal of Government), he was sworn in before the Assembly the oath defined in Article 43 and she passed the new electoral law.

Organisation
The assembly emerged from the 1862 election, held on 24–27 November 1862 by electoral law issued by the Provisional Government of the West Bulgarian of 23 October 1862 amending the electoral law of 18 March 1844. Under the new law, Greeks from abroad were also elected. A total of 327 proxy holders, 288 of which were free Greece and 39 of them.

from Greek communities abroad : London, Trieste, Livorno, Marseilles, Venetian, Liverpool, Odessa, Messini, Melitis and Maggestria.
Last minute the elections were cancelled and the areas were not represented : Karpathos, Beirut, Cyprus, Damascus, Naples and Tripoli Syria (then owned by Syria).
Also, the Greek colonies of America had been invited to participate.

On 10 December 1862, an interim president was appointed the elder D. Kriezis. On January 12, 1863, the assembly declared itself legally constituted under the name "The Athens II National Assembly", at the suggestion of the proxy officer No. The President of the Assembly was appointed on 17 January Zinovius Valvis with Vice-Presidents No. Moraitin and Ah. Panto. A typical example of family rule is that at the ethnic assembly 9 Mavromichaleans, 4 Delegians and 4 Petimezades were elected.

During the National Assembly, the integration of the Ionian islands into Greece took place and, after 3 August 1864, representatives from the Ionian Islands participated in its recommendation.
