Sergey Nikolayevich Trigubenko (born, Kharkiv region, Ukrainian SSR, USSR) is a Ukrainian lawyer, statesman. Deputy of the Verkhovna Rada of Ukraine of the VIII convocation since November 14, 2014.

Biography

Education, public service
Sergey Trigubenko graduated from the Slavic State Pedagogical Institute in 1994 with a degree in Labor and Career Guidance. He has a specialization of a labor teacher, a methodologist for career guidance. In 1995 he graduated from the International Institute of Management, Business and Law with a degree in Accounting and Auditing. In 2001 he graduated from the National Law Academy named after Yaroslav the Wise in the specialty “Jurisprudence”.

From 1993 to 1995 he worked at a secondary school in Kegichevsky district of Kharkiv region, then was a legal consultant in the agro-firm Lozovskaya. From 1997 to 2005 he served in the tax police of the Kharkiv region. In 2005 he became Deputy Chairman of the State Tax Administration in Kharkiv region.

From 2005 to 2007 he worked as Deputy Chairman of the Board of the National Joint Stock Company “Nedra of Ukraine” in Kyiv. After that, he became deputy head of the Kiev Metro municipal enterprise.

In February 2008, by order of the Cabinet of Ministers of Ukraine, he was appointed Deputy Minister of Environmental Protection of Ukraine. From March 31, 2010 to April 8, 2011 he worked as Deputy Minister of Agrarian Policy and Food of Ukraine.

From November 29, 2011 to May 25, 2012 – Chairman of the State Agricultural Inspectorate of Ukraine.

Political career
On November 14, 2014, he was elected to the Verkhovna Rada of Ukraine of the VIII convocation from the Bloc of Petro Poroshenko “Solidarity” (No. 46 in the party list). In Parliament, he became Chairman of the Subcommittee on State Policy in Waste Management of the Committee on Environmental Policy, Environmental Management and Elimination of the Consequences of the Chernobyl Disaster.

December 25, 2018 included in the sanctions list of Russia.

Scandals

Investigations about Trigubenko's business
According to the journalistic investigation, Sergey Trigubenko owns 50% of the shares of Grotelisa Holdings Ltd (the rest is controlled by Nikolai Zlochevsky), which, in turn, controls 50% of the shares of the Cypriot Kostinia Trading Ltd. (The other half belongs to former Ukrainian President Viktor Yanukovych). Kostinia Trading Ltd. owns Ukrainian companies LLC Ukrainian Waste Management Center, LLC Tarcom Service, LLC Scientific and Production Firm Ecocenter and LLC Scientific and Production Enterprise Ecosvit, which are engaged in monitoring and disposal of hazardous waste.

According to Ukrainian media, Serhiy Trigubenko became an unofficial curator of the country’s coal industry during his term of office. In September 2015, the Kharkiv company Trade House-Resources LLC, the shareholder and CEO of which was Igor Tupikov, without a tender received an order for the purchase of coal of the G mark
