All 53 member associations of the Association of European Football Associations (UEFA) participated in the qualification for the U-21 European Football Championship 2013.

The final round was awarded for the first time to Israel, whose team was automatically qualified. All other 52 teams had to qualify in the preliminary round. Players who were born on or after January 1, 1990 were eligible to play.

Mode mode
The 52 national teams were drawn into ten groups – eight groups to five and two groups to six teams. The national selections had to hold their encounters with back and forth. The group games were played in the period of 25. March 2011 to 10 September 2012.

The respective group winners as well as the four best runners-up are qualified for the finals matches. These then determined seven participants in the back and forth game at the final round.

Group classification of teams from the German-speaking countries

Germany
The German U-21 national team met in Group 1 on the teams from Belarus, Greece, Bosnia and Herzegovina, Cyprus and San Marino.

Austria
In Group 10 Austria played against the Netherlands, Scotland, Bulgaria and Luxembourg.

Switzerland
In the group of Confederates (group 5) also played Spain, Georgia, Croatia and Estonia.

Liechtenstein
Liechtenstein was an outsider in Group 7 with Italy, Turkey, Hungary and Ireland.

Selection
All teams were divided into five pots, with pots A, B, C and D each comprising ten teams, while in pot E twelve teams were divided. The coefficients of the participants were decisive for the pot division, with those in pot A having the highest and those in pot E having the lowest. Ten groups were formed.

The draw of the preliminary round groups took place on 3 February 2011 in Nyon and resulted in the following groups.

Playoffs
The draw for the Playoffs took place on September 12, 2012 in Nyon.

Two pots were formed for the draw. Teams of the same group could not be drawn against each other.
