Participants
The top three associations in the UEFA Futsal national team coefficient ranking will receive two starting places, usually the winner and the runner-up of the national futsal championship. In addition, the defending champion receives an automatic starting place. The corresponding association can therefore send a second association. If the defending champion comes from one of the three top-ranked associations, the fourth-best nation in the Futsal coefficient ranking will receive a second place on the grid. All other associations can send a team, usually the national futsal champion.
In total, a maximum of 59 teams from the 55 UEFA member associations can participate.

As the winner of the UEFA Futsal Champions League 2018/19 Sporting Lisbon comes from one of the three best associations, Kazakhstan received a second place on the grid.
