Prequalifications
Twelve formations participated in three pre-qualification groups, they designated Kazakhstan, Romania and Turkey as winners, the fourth and fifth place went to Cyprus and Finland as the best second ranked.

Turkey, then finished in the qualifying round of Italy, qualified only thanks to the difference nets (+6 compared to +5 of Finland) after the two teams had finished at 7 points, with a tie in the direct confrontation. The qualifications of Romania (24 goals in three races) and Kazakhstan (23).

The following table summarizes all the meetings of the prequalifications; in blue are reported the teams that access the qualification.

Qualifying rounds

In the qualifying rounds the formations in the spotlight do not stick: Italy liquid Belarus, France and Turkey undergoing just four goals in three races. Russia does better by leaving to zero Hungary and Greece, Ukraine easily has the best on Slovakia and Israel, Czech Republic eliminates Croatia and Kazakhstan. Spain's trophy holder performs an almost immaculate marching role, scoring 22 networks and undergoing just two from Macedonia and Cyprus.
The surprises come initially from Girone D where in a grouping fought Serbia qualifies with 7 points to the detriment of Azerbaijan but above all of the Dutch hosts. In Girone G, the Slovenian hostess, the favored Belgium and Romania coming from the prequalifications end all six points, is the avulsed ranking to determine the qualification of the Romanians, the first team ever to qualify coming from the preliminary rounds.
