Resolution 194 is often advanced by lawyers and negotiators in the context of the problem of Palestinian refugees.
Background
The 1948 war between the Jewish and Arab communities of Palestine and then between Israel and its Arab neighbours saw the exodus of approximately Palestinian Arabs living in the territories that formed Israel after the war. While Israel is blocking their return, Arab States and UN negotiators are calling for this. On the basis of the recommendations of Folke Bernadotte, the General Assembly then voted for their right to return to Israel, but negotiations between Israel and its neighbours would not reach any agreement on the subject.
Resolution
Article 7 concerns protection and free access to religious sites.
Articles 8 and 9 concern the city of Jerusalem (demilitarization and free access, control by peacekeepers).
