The Fifth Parliamentary Period was the fifth period of the House of Representatives of Cyprus. It began on 12 December 1985 and ended on 29 May 1991. The composition of the House of Representatives for the Fifth Parliamentary Period arose through the 1985 Parliamentary Elections.
Election of Speaker of Parliament
At the first session of the House of Representatives during the Fifth Parliamentary Period (12 December 1985), the nominations for the nomination of the chairman of the body were submitted.
Members have put forward a nomination:
Glaukos Clerides (on behalf of DISY)
George Ladas (on behalf of DIKOs)
Hezekiah Papaioannou (on behalf of AKEL)
Vasos Lyssarides (on behalf of EDP)
It was the first time the House of Representatives faced a problem of election process as no candidate collected more than 50% of the vote. For this reason the election was not made in the first session of the body. In order to lift the deadlock the House unanimously adopted the following draft decision concerning the procedure for the appointment of President of the College: The President of the House shall be elected the candidate who shall gather the next full number of half of the Members present and voting. If, during the first vote, no chairman is elected, a second vote shall be followed and a Speaker of the House shall be elected, the candidate who shall obtain 2/5 of the approval votes of the Members present and voted on, with any fraction missing. In the event that none of the candidates gather the above majorities, a third vote shall be taken in which the chairman shall be elected who shall secure most of the approval votes of the Members present and voting.
The President was elected on 30 December 1985. In the first and second votes each Member could vote only one candidate. In order for a candidate to be elected in the first vote he was required to exceed 50% of the vote, i.e. to get at least 29 votes. In the first vote no candidate raised more than 50% of the vote. In order for a candidate to be elected in the second vote, he was required to raise 2/5 of the vote, namely to get 23 votes. In the second vote no candidate raised 2/5 of the vote. The third vote elected the candidate who garnered most votes. In this vote every Member could vote for each candidate and not just one. In addition to their own candidate George Ladas, the MPs of DEKOs also voted for Vasos Lyssaridis. The President of the House of Representatives for the Fifth Parliamentary Period became Vasos Rabsaridis.
