Blümel studied law from 1948 at the Ruprecht-Karls-Universität Heidelberg and Cornell University. He passed his state examinations in 1953 and 1957. His doctorate as Dr. iur. took place in 1960 at the University of Heidelberg. In 1960 and 1961 he was assistant to the President of the Court Ernst Forsthoff at the Constitutional Court of the Republic of Cyprus. In 1967 Blümel habilitated at the University of Heidelberg for Public Law. In 1969/70 he was o. professor of public law at the Freie Universität Berlin. He moved to the University of Bielefeld in 1970 and to the German University of Administrative Sciences Speyer in 1974. From 1985 to 1987 he was also Rector of DHV Speyer. From 1988 he was Managing Director of the affiliated Research Institute for Public Administration. Blümel’s research interests were planning law, municipal law, higher education law and administrative procedure law. He was co-editor of the journal Verwaltungsarchiv. He was 85 years old.
