Formula of competitions
The European qualification includes 3 stages of selection. At the 1st, the national teams of the countries belonging to the division of small countries of the EEC (SCD) participate. On the 2nd connect 4 best of them and all the other declared teams, which are divided into 6 groups. The winners of group tournaments receive tickets to the World Cup. Another vacant ticket in the 3rd round is played by teams that took second place in the groups of the 2nd stage

The primary criterion for allocating places in groups is the total number of victories, then the total number of points, the ratio of games, the ratio of goals, the results of personal meetings. For victories 3:0 and 3:1 teams receive 3 points, for victories 3:2 - 2 points, for defeats 2:3 - 1, for defeats 1:3 and 0:3 points are not accrued.
